Full story (spoilers)
The film opens with a group of men dumping toxic chemicals into the ocean near the coast, acknowledging the potential for disaster but prioritizing their secret mission. In the town of Full Moon Bay, fisherman Daniel Wilder is celebrating a record-breaking fishing season, though his brother Philip, a professor with access to NASA satellite data, is concerned about the ecological shifts. The town is under pressure from Hamilton Lux, a ruthless developer who wants to transform the quaint fishing village into a luxury resort. Daniel is the primary holdout against Lux's buyout offers, leading to a heated town meeting where Daniel publicly rejects the developer's plans and destroys his contract. As the chemicals take effect, the local shark population begins to exhibit hive-mind behavior, forming a 'swarm' that attacks anything in the water. The body count rises, starting with a fisherman named Nick and later a young woman named Maggie. Philip's research reveals that the sharks are being driven into a frenzy by the specific toxins Lux's men have been dumping. Daniel, Philip, and Daniel's daughter Kim must navigate the shark-infested waters to gather evidence of the illegal dumping. The climax involves a desperate struggle to survive the swarm while exposing Lux's environmental crimes to the authorities.
