    The film opens with Madison Hart, a rebellious teenager in Los Angeles, getting into trouble with the law just as her father, Bob Hart, receives news that his estranged father, Gus, has died. Bob decides to move Madison to his hometown of Hope to take over as interim sheriff and settle his father's estate, which includes a mustang ranch. Madison is initially miserable, mocking the small town and her father's new cowboy persona. However, she soon encounters a wounded mother wolf, whom she names Dakota, and her pups. Despite Bob's initial concerns about the danger, Madison and the local veterinarian, Emily Benson, work together to rehabilitate the animals. Meanwhile, a local developer named Cody McMichael pressures Bob to sell the ranch for a planned mall development. Tensions rise when a barn belonging to a local man named Sam is burned down, and several mustangs are found dead. Bob, utilizing his detective skills, finds evidence of motor oil and a dropped lighter, suggesting the deaths were not caused by wolves but by human interference. Madison and Tim, the Mayor's grandson, bond while caring for the wolf pups, even rescuing one from an irrigation well. The plot thickens when Bob discovers that the mall is a front for a silver mining operation. In the climax, Madison and Tim explore an abandoned mine and overhear Cody and Mayor Arliss discussing their plans to poison the remaining horses to force a land sale. Cody discovers the teenagers and threatens Madison with a knife. In a surprising turn, Dakota the wolf appears and protects Madison, growling at Cody until Bob arrives to make the arrest. The film concludes with the villains in custody, the wolves being released back into the wild, and both Bob and Madison finding new beginnings and romance in the town of Hope.
