    Angie Leroy is a overworked production assistant in an advertising firm run by her ex-boyfriend Kyle, who wants to rekindle their relationship but doesn't respect her screenwriting ambitions. Angie's luck changes when she wins a lottery for a rent-controlled apartment in a building managed by the strict Gineen Fowler, who enforces a 'no pets except fish' rule. Shortly after moving in, a parrot named Gil crashes into her apartment. Unable to find a rescue that will take him and discovering he has a fractured wing, Angie is forced to hide him. She meets her neighbor Ted, an air traffic controller, who is secretly dog-sitting a golden retriever named Zoe for his sister. The two realize they are both 'pet outlaws' and agree to help each other avoid Gineen's frequent inspections. As they bond, Ted helps Angie find inspiration for her jungle adventure script, and Angie encourages Ted to pursue his pilot's license again after a previous failure. Angie eventually tracks down Gil's history through a local bingo hall, discovering he belonged to a deceased woman named Ruth who used the bird to represent her unfulfilled dreams of travel. Meanwhile, Kyle continues to pressure Angie to give up writing and focus on her advertising career. The tension peaks when Gil escapes into the hallway and is caught by Gineen. Rather than letting Angie take the fall alone, Ted confesses to hiding Zoe, leading to both of them being evicted. In the resolution, Angie quits her job to write full-time, and she and Ted realize they belong together 'in the clouds.' The film ends with a humorous twist where the two antagonists, Kyle and Gineen, find romance with each other while enforcing the building's strict rules, while Angie and Ted move to a place where they can keep Gil and Zoe together.
